Delayed commit status reporting

Around 2021-03-26 21:02 UTC the reporting of commit status after build completion was delayed by up to 15 minutes. All systems were operational, but a spike in outbound commit status notifications caused longer queue time than normal.

Apologies for any inconvenience. We are working on production infrastructure changes which, amongst other benefits, will allow our queue workers to scale up more rapidly to process queue spikes faster.
