Agents unable to register, disconnect, or update state

For an 11 minute period the Buildkite Agent API was unable to process requests for new agents to register, disconnect, or update state.

Existing, registered agents were still able to be assigned new Jobs and process them. Agents automatically retry connection attempts, meaning agents should have all connected as normal by the time the disruption passed.
